Special Meeting


The Board of Selectmen held a Special Meeting at 7:30 PM on Thursday, 30 August 2012 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.

The purpose of the meeting was to hear a presentation by Lombardo Associates, Inc. on an alternative plan for addressing the needs of wastewater management in the Old Colony Beach Association.

First Selectman Bonnie Reemsnyder gave an overview of the history of the wastewater management issue, and some of the actions taken by the Town of Old Lyme.  She pointed out that Old Colony Beach Association has done their own study of water pollution, which resulted in the recommendation to put sewers in the association that connect to the New London Wastewater Treatment Facility.  The Town of Old Lyme retained the services of Lombardo Associates to analyze the results and recommendations of that study and present their findings.

Mr. Pio Lombardo of Lombardo Associates gave a Power Point presentation on his findings, which analyzed three different alternatives to sewers.  One of the proposals was deemed cost ineffective (onsite systems).  Mr. Lombardo focused on a system that would utilize septic tanks connected to small diameter piping, which would move the effluent to community land to be properly dispersed after pre-treatment.  This option would not only keep ground water in Old Lyme, but could be expanded to other densely populated areas to handle their wastewater needs.  Representatives from Old Lyme WPCA, Old Colony Beach Association (OCBA) and Old Lyme Shores Beach Association (OLSBA) were present and asked questions regarding the analysis and the proposal.  Other questions from the Selectmen and the audience were answered and comments heard throughout the presentation.

Doug Whalen, President of OCBA, asked several questions during public comment and expressed his belief that OCBA made the best choice to sewer to New London.

Selectman Sibley moved to adjourn the special meeting at 9:43 PM. Selectwoman Nosal seconded the motion.  SO VOTED.
